draytek lan to lan vpns

would like to create vpn between a head office and 2 branches using 3 draytek vigor 2600 routers. vpn works fine between 2 locations but only works one way on the third location. the set up is very similar to this example:

loca tion a: 192.168.0.1/255.255.255.0
location b: 192.168.1.1/255.255.255.0
location c: 192.168.2.1/255.255.255.0

any ideas anybody?
