Working with VPN

OK, I'm a newbie. I have
the VPN working using the
Netscreen Client. what
do I need to do at this
point to control access
on the network. I've
looked at radius but
don't think I can justify
the cost to MGMT. My
users want a GUI login or
something. What is
everyone else doing? Of
course, Netscreen support
