VPN Performance

I am using PPTP on linux
to VPN to my office. I am
using a 56K modem. I am
using a Microsoft VPN
Adapter in my PC.
My
Internet bandwidth is
128K.
My modem reaches
40,000 bps but sometimes
VPN reaches the same
speed, but most of cases
reach only 9,600
bps.
Why is the speed
variable? What do I have
to configure in my server
o my PC to maintain the
modem's
speed?
