Router to Router VPN

On a Router to Router VPN
situation, should one
just assume IPsec
policies are ok, or setup
a seperate IPsec policy
to accomodate the
connection. Also, should
it be considered the use
of client software, or
just an active network
connection be added to
take advantage of the
connection?
